The reason why stainless steel is resistant to corrosion is that it has a dense layer of Cr203 on its surface, which must be in contact with oxygen to form. When the air humidity is high, condensed water will form on the surface of stainless steel, which isolates it from oxygen in the air. The Cr203 layer damaged by rust removal cannot be repaired in a timely manner, and impurities in the water continue to react chemically or electrochemically with the stainless steel, resulting in new rust spots quickly appearing on the rusted iron parts. This is why it is required to choose a sunny and dry weather to remove rust spots.
